DC Intro: Norms and responsibilities

There should not be a long list of misbehavior but a simpler way to help with proper manners on the internet.  

User rights should be expressed in a way that they are liable for any harm they may cause another person or organization.  This would be similar to the limits of free speech.  

I would think there could be a set of norms/rules that everyone could follow.
