Norms and Responsibilities

I believe a fundamental norm for the digital world must be reliable, open access to an Internet that benefits from net neutrality. Without this, it's like providing the railways with no where to go.  Another norm should be freedom of expression.  The responsibilities that go along with this must include instruction in proper netiquette, appropriate use policies, and consequences for illegal and harmful misuse.
