Many of the digital citizenship rights should be similar to the rights people have in other aspects of life. Those rights could include freedom of speech and freedom of the press. The right to be safe from persecution should be another norm or right. Responsibilities should include things like not abusing your rights, following laws, and respecting others opinions and views in regards to free speech, religion, etc..
