So, YouTube is allowed at the schools I sub in, provided that the video/information has been vetted by the teacher. I have used Math Games as class fillers in the past; all approved by the school. There are also videos that teachers ask me to pull up and show class in my lesson plans.
YouTube can be a great learning tool, if used properly.
