I totally agree that students need to be taught appropriate usage, etc. BOTH at home and at school. However, I think that it starts too late...many kids have been on various devices for years before taught about digital citizenship. Even after being taught, many kids think that only relates to what they do while in school, not outside of school or they have that infamous "It won't happen to me" syndrome. Many parents don't understand digital citizenship themselves so often not taught at all at home.
