I think there should be a mix of rights/freedoms, with rules/responsibilities/guidance.  This could be similar to American society.  For example, a person should be allowed to express his or her viewpoints, like about religion, or law, or other topics.  Yet, we do want limits and protections for others, so that there is not violence or threats or horrible information being provided to youth, or similar results.  

And, just like American society, a person may need help from a more experienced person.  Parents/guardians, and teachers, and other care providers, should be monitoring and helping the people who may need the guidance.  This is seen in filters that families, schools, and other organizations might use in their computer networks. There are apps/software/programs that parents/guardians, and school staff, can use to help monitor the internet use of the students (Apple Classroom is one in my school).  I think we also see this issue when a school requires students to leave their cell phones or smartphones in their locker, or car, or keep it turned off during the school day or during class time.  

Personally, my family was just using internet as I entered high school, in the 1990s.  I don't remember using internet much before 7th or 8th grade, at school.  I did not have a device like an i-pad, assigned to me in school.  For most students, it is the opposite now.  In the school where I teach, most students have a smart-phone from their family.  The students are assigned an i-pad during the school year, by the school.  Students have more opportunities for internet use, use of apps, and social media usage.  So, it does require more monitoring and guidance from parents/guardians, teachers, other school staff, and more.
