The kids' learning app market is enormous and growing fast, and "educational" on an app store listing means almost nothing on its own — plenty of apps marketed that way collect more data than they need, use manipulative engagement design borrowed straight from social media, or bury weak content moderation behind a friendly cartoon mascot. What "safe" actually means for a kids' app

Safety isn't one thing — it's several separate questions, and an app can pass on one and fail badly on another.

Check for a named compliance framework (COPPA, GDPR-K, the UK Age Appropriate Design Code, or a district/school data-privacy agreement if you're an educator). No mention at all is a bigger red flag than an imperfect policy.
Try it as the intended age would experience it — not as an adult reviewing it abstractly. Does it push toward more purchases, more time, more account information than the learning content justifies?
