A responsibility of a user to to follow some sort of basic ettiqute. Knowing your situation goes a long way to how you should act. I use the analogy would you act the same at your grandmas as you would at the playground on a Saturday with your friends. Different places expect different behavior. This is true of the online world as well. A right of all users should be a level of dignity and respect that is followed despite the venue. I do agree that you can just not go to that site but if it is a public site there has to be a basic level of civility. Just like visiting a park and lewd behavior is happening. I like the ides of public policing like reporting users that aren't civil.
