When I first joined Twitter, I did not make the account private. Big mistake! I opened my account one day to find a lot of people had joined as followers on my account. Some of them were strippers and prostitutes who had joined. Some high school students had found the account and posted inappropriate content (fortunately no nudity, etc). I immediately figured out how to make my account private, but still get requests from "shady" accounts.
Our school district used to have a policy of "No Facebook" due to inappropriate behavior between minors and adults or the potential for it.
