Our high school had an issue arise with bullying taking place on chat apps that are anonymous. My own children had a couple of these apps on their phones, which led to a serious discussion about choices. I believe that no apps should be allowed to be created that are supposedly anonymous. It just breeds the idea that you can say whatever you want and there are no consequences. However, with my limited knowledge, I don't really know if there is a way to enforce that. In the high school situation, student were making horrible comments about other students and without extreme measures, the source of the comments was not traceable.
