I had a high school student who claimed another student was bullying her through text messages. Through my investigation, it was discovered that the text message was simply asking the student who felt bullied, not to text the other student anymore. After talking to both students and seeing the text messages, I had to explain to the first student that someone has the right to ask you nicely that they don't want any more text messages sent to their phone. Students think that they have the right to send any messages they want, if they possess someone's phone number.
