My niece was bullied by a former classmate who used snapchat. Fortunately, she took a screen shot and shared it with adults so the student could be punished. I read what he wrote, and couldn't believe that he would have been so hateful in a face-to-face conversation. He even encouraged her to kill herself. These were junior high students. I don't think they are mature enough to have so much unsupervised digital technology available, and I don't think parents are taking enough responsibility for teaching them appropriate use and monitoring their use.
