Inappropriate use of digital media

The amount of terrible things people post is astounding.
For instance, I follow a decorating group and dog group that I enjoy on Facebook. It's supposed to be to connect with people that like the same things. People will post something and about 1/2 the comments are terrible. Some admins do not tolerate it and others let anything fly. I don't understand it at all!
