I believe that all students begin with rights in the digital world.  However, it should be mandatory for every student to take a course on what rights and responsibilities in terms of the digital world look like.  Then, if the students do not adhere to the rights and responsibilities, there should be action taken.  For example, if a student takes information for a report without the proper citation, the student must go through a more extensive lesson on citing information.  There will be slip-ups, students in middle and high school tend to believe that what they are doing is not harming others.  Showing the results of some of the actions, via lessons prior to setting students loose, may help to prevent some of the slip-ups.
