I think the user rights that should be a norm are the right to privacy (everything we say or do shouldn't be tracked) and more control over the internet (maybe through individual governments). It's not just security for us as individuals, it's part of our National Security. We see it in the news now. Hacking is a new form of warfare. It is a scary future when it's out of our hands and we, as a country or as a business, have to pay ransom to be released.
