I believe that norms for online behavior should include things like "Treat others as you wish to be treated" and "Help keep a Positive and Safe environment online". Everyone's responsibilities to that end would include not harassing or making fun of others, not getting into hurtful arguments, and being careful about what sites you see and participate in.
