What norms and responsibilities should be part of the digital world?

Privacy in business dealings should be a right. When posting publicly, there should be freedom from bullying and from harassment. There should be freedom of speech, but when the right to free speech bumps up against freedom from harassment then platforms should be able to make the decision to block that free speech. This conflict has been in the news in the past. This conflict will continue to make its way through society's norms through laws and practice.
