I think a pressing 'right' for our citizens participating in a digital world is access to the internet readily and the education/instruction required to participate. Educational facilities, generally speaking, do a great job of providing the computers/resources necessary for their students to participate digitally. Most likely this is a key way in which they wish for their students to participate with their institution (forms available, communication with instructors and staff, assignments completed). Making sure each student has access is definitely a 'right'.
