The most important "right" in regards to digital citizenship is access. In today's world there are still students who do not have access to a computer, tablet, smart phone, or internet to allow them to complete required work outside of school. Opportunities and access must continue to be a priority for schools.
In terms of responsibilities, parents are the first teachers when children are given a device that they can access the internet with. Parental controls can be put on home devices and they can limit their child's use to phones without internet access until children have shown themselves responsible. Schools need to partner with parents in providing instruction on responsible use of the internet with age appropriate curriculum. Workshops during parent/teacher conferences or sharing print or electronic resources with parents are ways to work together in creating students who are responsible digital citizens.
