User responsibilities should include one of the most basic social skills taught in school; be respectful. It is astonishing how many people's opinions or thoughts are not respected. I think in some cases, on social media sites especially, users can get carried away and post something they will later regret. I do not think it is enough to just give students access and tell them to use common sense. Digital citizenship includes, just like in society outside of the digital world, responsibility for one's actions.
