Norms and responsibilities for Digital Citizenship

All rights and responsibilities come with levels of accountability that insure safety and security. Free speech isn't free when it disparages, bullies, harasses or otherwise make a person uncomfortable.  I believe these rights are even more important because the person behind the screen has the luxury of being unknown.  WE need to explicity teach children these rights and responsibilities and begin at a very young age.
