Norms and responsibilities

Looking at the big picture and scope of things, I believe that it is a student's right to have access to free educational digital resources with good (or excellent) internet connection, and states as well as school districts need to see that this access is provided. Some districts have anticipated the issues and set up guidelines for teacher and student usage while others are reactive and try to handle issues as they arise. I believe that a proactive position is best to teach students responsibility in the use of devices and in appropriate use of the resources and internet. Digital literacy and digital citizenship are essential in that process.

You make such an important point!  Good, reliable access to the Internet must be a basic right in order for students to be active, responsible digital citizens.  Unfortunately, this is, in most cases, completely out of the school's control.  I wonder we are approaching a new dimension of the achievement gap based on whether our kids grow up in urban (usually better connected) or rural (generally less well connected) environments?
