What comes to mind when I think about responsibilities is that we have to better educate our children on the consequences and far reaching effects of what is expressed. The digital world is even more far reaching than the spoken word as it can be seen or heard by people that the child or user never intended to see. Although, we all have the freedom of speech we also have a responsibility to be thoughtful in our actions and understand that what we say or do could have consequences.
