Human psychology breaks pretty badly when face-to-face interaction isn't achieved during communication. We tend to lose our inhibition that keeps us normalized in a physical group. This means that even teaching students about permanence of data and the "Golden Rule" most will not have the executive functioning skills to handle being online. I think it is the role of the parent to monitor these accounts and interactions and then to discuss good and bad moves through a healthy relationship.
The role of the school is more complicated, we essentially have to norm students in order to maintain civility, and most likely stories from students who were negatively impacted later by misbehavior online may work the best.
