Question about DC rights and responsibilities

As I think more about driving connection- I can't help but think of how consistent these have been over the years...Technology however is always changing-
My question...will our rights and responsibilities evolve and change as the technology does?!?
And....is this something we can apply universally...or do different cultures and communities create different rights and responsibilities?!
