Rights and Responsibilities of DC

Digital citizens need to be secure that they can freely use our digital highway without worrying about having personal information shared with others. We also should be able to express acceptable ideas without censor. Also, we need to have the freedom to not be bombarded with information and or other items that we do not desire to see.
