Rights and Responsibilities

What user rights do you feel should be part of the norms in this digital world? All users should feel safe when using the internet. One should feel the ability to express an opinion but not to be harassed by having a differing opinion. However that opinion should be expressed in a polite manner as to not cyber bully or troll another.  The sites that are "adult" only should be locked down so that wandering fingers don't accidently bump into the wrong places.  

 What user responsibilities do you feel should be expressed in this digital world? The users should not be giving out personal information and watching out for scams. Reporting bullies and trolls should be done in a timely manner and not to continue or add fuel to the situation.
