What user rights should be part of the norms in this digital world?

As an elementary teacher the two main areas of digital citizenship my students would be encountering are blogging and digital researching. One of the rights I would like to see be a norm is the right to free speech. Now with this there should be some guidelines that would need to be set. Many of those guidelines could be similar to ones already in place with mainstream thoughts on free speech. It shouldn't be defamation of character, slander, or threatening. Norms should also include acceptable use of media used in those blogs. From the research side, students should have the right to access age appropriate content in a safe way. With this should also be a piece that allows for multiple viewpoints and openness on that subject.
