I think that often there can be assumptions made about where children are learning about their digital rights and responsibilities. However, I think that in the world of 21st century skills, schools should not assume that students are learning these norms at home. Time should be spent ensuring that students are explicitly taught what is appropriate, and what their responsibilities are in the digital world. So much of learning and social interaction is done digitally, so it is easy to make false assumptions that students know how to appropriately handle themselves, because of the frequency of digital activities. Without that explicit instruction however, nothing should be assumed.
