What user rights and responsibilities should be expressed in the digital world?

I feel that everybody should have user rights to the world wide web and feel safe using it unless they are using it appropriately. We all know the web is used by people around the world who are predators, scammers, traffickers and those doing other illegal things. Although we should feel safe on the net, I appreciate knowing someone is monitoring those who are not using it appropriately. That being said, I think digital rights should only go so far. Assuming most people using the net are using it for innocent purposes, they should have the right to a certain amount of privacy. Responsibilities that should be expressed include digital law and etiquette.
