I believe students need yearly education on the rights and responsibilities of the use of digital technology in their lives. Yes, they have a right to express themselves, but also have great responsibility placed upon them with that right. Even though children/adults are taught things such as 'delete does not mean your post is truly deleted, only post/communicate what you would be willing to say face to face', etc.; people continue to make the same mistakes such cyber -bullying, sexting, and posting pictures that can never be taken down. I think teaching students on a yearly basis to review the rights, responsibilities, do's and don'ts to internet use, the consequences (current and future), etc is crucial in making an impact upon them. Developmentally, a child's brain is not ready to handle the power and responsibility at their finger tips with smart phones and the internet, thus the challenge of protecting today's youth.
