I joined the Teachers Helping Teachers and Low Carb Lifestyle communities and a Worship Leaders community.
I have searched for people and got no suggestions. I typed in possible people and subject searches and got some I was interested and I clicked follow.  My stream shows I am following several, but only lists 5 under my list of followers making it difficult to add people to my circles.
It seems that people I personally know don't seem to use Google +. I am a substitute teacher and I do know that teachers in my district use Google classroom for student assignments.
