User responsibilities include using web services appropriately, finding resources above and beyond entertainment.  Using twitter, social media, especially facebook in a positive or at least a neutral manner.  When using or posting / publishing any materials online, content needs to be at least neutral, and to repost, reprint or network materials that are negative or derogatory is the user and content providers' responsibilities.
