I believe there are four main rights: 1. equal access to the internet, 2. freedom of expression 3. privacy protection for my person and my data, including freedom from surveillance 4. freedom to associate with whom I choose (as an adult).

The responsibilities associated with these rights would be using the internet in a way that causes no harm, understanding that freedom of expression does not mean the right for one to say anything without consequences, respecting others' privacy, and honoring copyright and Creative Commons rules.
