What user rights do you feel should be part of the norms in this digital world?  What user responsibilities do you feel should be expressed in this digital world?  

Users should be able to express their opinions much in the same manner that free speech exists in all other forms. Heavy censorship - especially in an educational setting, can create roadblocks in trying to access and discuss relevant material. Of course, this depends on the age of who is communicating. Everyone (especially in an educational setting) should have equal opportunity to access of digital technology.

The responsibilities of the digital world are often lacking in practice - sometimes because of the anonymity of the internet or the lack of real proximity to the people one might be talking to. All ages should realize that there can be real consequences to what we express or say in the digital world. It's not a world of "everything goes."
