In an elementary ed setting when we were looking for more advanced art/create program for the teaching of manipulation of tools, menus, and dialogue boxes we had gone with TuxPaint. TuxPaint did not deliver an upgrade about 6 years back so we switched to SumoPaint. It's very good but a little steep for my littlest users.
